Method
1 paddling pool, to be setup once on plinth.
1 hose pipe.
bottles (many).
Pro: works very well when raining
Con: but no at any other time.
Result type: provide fresh free water for the people. optional: provide 'starbucks' £3 water optional: grow hops on 4th plinth to create beer instead (latter may take more than an hour if growing from seed)

Possible in good (or medium) weather: no
Thank you for this... but "Possible on plinth:" may well also be a 'no' really as it's pretty narrow up there so I'm not sure I'd fit a paddling pool on it :)
