Method
Can Paul get the following into a minute?
exclaim how mad it is to be up there/how high it is/how you didn't expect to be picked
phone someone to ask if they can see you
release some balloons
blow some bubbles
explain the O&O project to a bemused tourist
text someone
say hello to the tweety peeps
dress up in some bee related outfit
receive a text, giggle and not tell us who it is from
run out of things to do
look bored
please add more!
Plus something no one has done - will paul be willing to pick his nose in public?!

Comments and predictions
A few plichés I've seen (mainly from July):
Take lots of photographs from the plinth.
Answer heckles from the crowd below.
Talk quietly into the supplied mic, so web users will hear, but nobody below.
Advertise the website / project to the one member of the crowd that's been living on Mars for the past few months...
Sing Happy Birthday to someone:
a) You're in tune, but the very vocal crowd are anything but.
b) You're not in tune, and the crowd stay silent.
I've seen at least 3 plinthers with a bicycle attached to a turbo, but I don't think that's become quite popular enough to count yet...
Oh, and for the benefit of web users:
Take a piece of card with half a white ring painted on it. Attach a handle to the centre, and spin (simulate the feed buffering!)
Start saying something, then break off mid-sentence and say it again. Repeat a few times (simulate the feed stuttering!)
Or am I being a bit too cynical? :)
You are both geniuses. I really want to do this. It's a bit in-jokey but it's an in-joke that will really be enjoyed by the people who are most dedicated to this project so I think it's fair enough!

Paul, You do realise you can do whatever you want regardless, don't you?! You aren't going to get in trouble if you cheat a little! you're not the bbc! ;)
Shh, minibeastgirl, don't spoil the illusion that this site is something more than merely an elaborate version of people posting "OMG I m on the 4th plinth n I dunno wot 2 do - hey u guyz, help me out wiv ideas?!!?!?!" on their Facebook walls ;) (You are, of course, right, though.)
Bad dancing is the only sort of dancing I can do, so that's definitely a contender for the pliché list!

I vote for saying the phrase on the phone, to the ground etc. 'it's really weird!' at least 3 times.
And also 'I am on the plinth!'
